Service Process has BLANK Environment

I have long had a c# service that launches a process. My understanding
is thus:

A: The service will contain the environment of the last boot of the
server.
B: Any process ENV vars put in programatically will be in the
environment of the process that is laucnched (using ProcessStartInfo
class)

This has always worked going two years. Now I have noticed that one of
my servers (all are running win2003 with latest updates) launches the
process, but the ENV is about as bare bones as you can get it. NONE of
the system env vars show up and it completely IGNORES my
ProcessStartInfo settings.

Does anyone know what might be going on? Is there a registry setting
or a security patch that has messed this up?
