It's already more nearly ubiquitous than you think.

I think one of the most recent Media Player updates includes .NET 1.1.

When I did Windows Update recently, .NET 1.0 magically appeared on my
machine (which already had .NET 1.1).

Windows Server 2003 includes .NET (1.1 I think, maybe also 1.0).
