Best Approaches to Multi-Lingual Ability?

I want to make my application support multiple languages. I've researched
the built-in Resource Manager approach and so am familiar with how that works.

But I've seen several programs that use external XML files to store the
various strings. I'm guessing that they use an object model similar to this:

Collection Languages
Class Language
Ushort ID
String Name
Collection Strings
Class Translation
Uint ID
String Text
What are the pros and cons of each approach? Is there a 3rd approach I
haven't thought of that might be even better?
