Embedded Desktop Control

Does any one know of a free control or sample code that will allow me
to place a control in my Forms that will act like the Windows desktop?
Basically I want an area where I can add icons and move them around to
ANY x/y point in the area. The ListView control doesn't work for me
because (as far as I can tell) the icons can't be dragged and can only
be aligned within the grid.

I think if you set the AutoArrange property to False, the icons are not
aligned automatically.

This doesn't seem to make a difference. Items are still arranged at
the top and cannot move (and yes, I've selected SmallIcon). Thanks.
Maybe it's a .NET 2.0 bug?
Anyone have any more ideas before I start writing my own control?
