Possible bug in WebServiceAttribute class

I found a weird bug in the WebServiceAttribute class where if I have a web
service with the name "ClaimsService" it does not apply the specified
namespace (it defaults to tempuri). If I change the service name to
"ClaimServic" it applies the namespace as expected. Am just doing something
stupid or is this a bug?

Below is the code that reproduced the problem on 2 machines running .NET
Framework 1.1 SP1

[WebService(Namespace="http://microsoft.com/webservices/")]
public class ClaimsService : WebService
{
[WebMethod]
public string HelloWorld()

return "Hello World";
