I have an application that runs fine on my development machine, no
matter where I copy the files to on the local drive. However if I put
the files on our network I get a System.Security.SecurityException, even
in directories that I have read/write privileges to.

The program is not my code, and I'm not familiar with security stuff
except at a cursory level. This problem started when I switched to Xp
from Win2K. Can anyone offer a reason why I get this exception?
Two main possibilities:
1. You never tried running the application from the network under Win2K, so
you never ran into the problem (your description of the problem is a bit
vague wrt this possibility), or
2. The CAS policy on your Win2K machine had been adjusted to allow the
application to run from the network, and your WinXP machine has not been
subjected to the same policy mod.
