Error accessing CDO.Message from Windows App

I have used CDO.Message from Windows Apps in the past, but I have a situation
here that has me confused. I have a task that I am running out of Windows
scheduler that is supposed to email me some information. When running it, I
get the error listed below. When running the same code from a web page on
the same server I get the email just fine. Can anyone point me in the
direction I need to go to solve this error?
