Must be the default resources compiled into the assembly?

Hi there!

I'm working on a multilingual project where I have a different *.resx files
for each language I'm supporting. In VS 2003 the default (or fallback)
resource gets compiled into the assembly that contains the code and for
subsequent languages/resources additional DLLs are generated. Is it possible
to have the default resource as well in an external assembly instead of in
the same one?
