detect logoff for windows service

I believe that someone asked the same question before, but I can't find the
old post.

I have written a windows service that needs to perform different functions
between a user is logged in and no user logged in.
Another thing is that how to windows service know the shutdown or restart
events?
I want to send a SQL query in the windows service before the pc is shutdown.

I do appreciate any assistance on this. Thank you!
