What do you mean by "mobile phone"?
- A cellular phone
- A DECT phone you use at home?
- A DECT phone in the office connected to a PBX?

I'm sorry. I can't help you here. I've only experience with TAPI together
with PBX's but not with mobile phones.
Just one thing: TAPI is not really a standard. Every manufacturer of phones
or PBX's has it's own interpretation how to implement it. And even worse, a
lot of TAPI messages are optional and thus not supported by the
manufacturers. So it's indeed possible that your mobile phone does not send
the MONITORDIGITS message.
