Problem with PropertyGrid and Editor attribute in VS .NET 2003 C#

Setting the Editor attribute for a property which is to be displayed
in a PropertyGrid does not work. Instead of displaying a custom
editor the PropertyGrid field appears disabled. I have tried the
following code which is posted as a MSDN example and this does not
work either:

[Editor(typeof(GradeEditor),
typeof(System.Drawing.Design.UITypeEditor))]

I am using Visual Studio .NET 2003 C#. Is this a bug in .NET? Can
anyone help?
