How to make File control read-only in dot net?

I have used the following statement in ASP.NET
<input type="file" runat=server ID="file1" readonly=true />

But the browse button next to textbox is not enabled when I execute the
above statement. Please help me out in this regard.

You are disabling the entire input. A solution in the "aspnet" group
recently was something like

<input type="file" runat=server ID="file1" onKeyDown="return false;" />
