Create Application Pool Identity

I have some code downloaded from MSDN which creates the Web Site and
Application Pool. But I can not see where to put the Application Pool
Identity and corresponding password. Also, in the web site creation, I
want to enter ServerBindings. I have the port number going there
properly, but not the hostheadername.

Without posting the whole code sample from MSDN, I offer the basics of
what I am trying to do :

CreateAppPool("IIS://localhost/W3SVC/AppPools",
"My App Pool");

SetSingleProperty("IIS://Localhost/W3SVC/12345678",
"ServerBindings",
":80:hostheader.name.localhost.com");

Names changed to protect the innocent of course.
