issues with IE Browser Control in MDI C# application

I am writting a C# application that is basically a MDI application.
Each MDI children contains an IE browser control. I need to be able to
change the font size of the document in the browser, like how you do it
in IE( view->text size ). I was able to do it by creating menu items
similar to IE and calling ExecWB/OLECMDID_ZOOM. Also, using
'ctrl+scroll wheel' works (the default implementation of IE). The
problem is when I use ExecWB to change the size, and then i create a
new MDI children and load a HTML document, the document will be loaded
into a new IE window (a popup will happen). On the other hand, using
'ctrl+scroll wheel' does not have this problem. Does anyone know why
calling ExecWB causes new IE Window to popup and load the HTML document
instead of loading it into the embeded browser?
