I would like to include a head menu in all pages, how can I do it

I guess you're using ASP.Net, in which case you'd be better off asking
in the ASP.Net group.

If indeed you are, the best way is to create a User Control containing
your menu, and then simply drag and drop that User Control on every
page. Check the doc for "User Control".
