Getting a CrystalKeyCodeLib.dll error when attempting to install

I'm trying to install a VS .NET WinForms application that uses Crystal
Reports, but I'm getting the following error message:

"Error writing to file: CrystalKeyCodeLib.dll. Verify that you have access
to that directory."

What's causing this error and how do I fix it?
