Synchronous Process Threads (console app)

I'm working on creating wrappers for utilities that appear to have
operational issues when running multiple instances of the process at the
same time. To fix this issue, I want to implement a method whereby the
wrapper builds a queue of like process threads and performs each instance
sequentially.

The methods I've researched are:

1. Using a windows service and have each process register with the service
and wait for the "your turn" signal to come back when it is at the top of
the queue.

2. Using a shared worker thread with a queuing mechanism.

Is there an easier way to ensure FIFO execution of console app when multiple
instances are being run?

Any insight would be greatly appreciated.
