file reader error

An unhandled exception of type 'System.IO.FileNotFoundException'
occurred in mscorlib.dll

Additional information: Could not find file "

The file is there, but I keep getting this error - do someone know
why?

Probably because the user account .NET is running under doesnt have
permission to the file.
Is it a web application or windows
