Sprites in C# (not using DirectX)

All:

Does anyone know if a simple example or article (or a brief
explanation) of creating a simple sprite-like object in C#? I've also
been interested in potentially writing a simple game for my
childeren...

Is it as simple as creating a PNG file w/ a transparent color defined
the simply rendering the image over a background? In previous times,
I'd have to handle the transparency myself via transparent blts, etc.,
but does C# (Drawing or Imaging) handle this auto-magically?
