Depends on your operator (not sure this is proper word for naming a
cellphone service provider such as Cingular or AT&T ). Some operators
provide an e-mail gateway - in this case, you just have to send an e-mail to
the appropriate address. Others have Web interface, so you might need to
issue an HTTP post request (but beware of anti-flood protection such as
generating a picture with some alphanumeric code and requiring the user to
enter the code displayed into one of the form fields).
Looks like you think .NET has some set of classes for sending SMS - but
that's not true, because there is no unified interface (I wonder has any of
the operators thought of providing an XML Web service as the Internet-SMS
gateway?).
