Creating User Controls with Standard Edition

I'm coming to C# from VB6, where I used a lot of custom user controls.
I'm looking into how to do this with C#; found a MSDN article here:

which says:

Note The Windows Control Library template is not available in the
Standard Edition of Visual C# .NET. For more information, see Visual C#
Standard Edition Features.

I followed the link, which says lots about what SE _does_ include, and
nothing about what it doesn't.

Does this mean that I _can't_ create custom user control dlls with the
Standard Edition, or just that MS didn't provide a template for it? If
it's just the missing template, can someone provide guidelines for
rolling my own?
