How low level is c#?

How can I scan a disc and recover deleted file?

Hello SlasherStanley,

It's not really a language issue in .NET, but it's the .NET Framework issue
because you use .NET languages to program against .NET Framwork. However,
all the languages have ability to call Win32 API, so the answer would be
yes, you can scan a disc or recover deleted file as long as you know how
to call Win32 API. Never did it, it's just my guess.
