why GdipBitmapLockBits always failed?

I am using GDIplus.dll in my application. Before I save the picture to disk,
I need set the bits depth and resolution.
But when I use
GdipBitmapLockBits(IntPtr bitmap,Rectangle
rect, ImageLockMode flags, PixelFormat format, out IntPtr
lockedBitmapData);
it returns 2 not 0. I try to change the parametere's type but it also return
2.
So I wish somebody can help me.
