How to add one custome control into ToolBox automatic?

When you create a control inherited from UserControl, it would
been added into ToolBox after it's built. But it doesn't work
if the control inherited from Control. How can I let the control
inherited from Control added into ToolBox automatic?

manually, add item, browse to the assembly file, check which controls...
