open connection to a web database

Hello.

¿How can I open a remote connection via web? Let's say I have this data:
It's an Oracle Database whose listener is on port 1521, the instance (or
SUID) is ipnet01, the user/password are commerce/commerce01 and it's
installed on the server 192.1.1.1.
