How can i send a file with TCP Socket

I want to implement an application that is for client-server file
sharing.When a client connects to the specified IP address behind the
specified port the connection will be established. Client requests to
download the file with a path C:\temp.txt on the server.
and server gives a response for this req. Send the stream of C:\temp.txt to
the client.

How can i implement this?
