It's funny that this is still haunting people (not really).. It's a
display applet setting that was implemented starting with Win2k. The
problem is... it's the Default setting so it's confused people since

"Right-click the desktop, choose properties, then the "effects" tab.
In Win2000 it's called "Hide keyboard navigation indicators until I use
the Alt key"
