How do I create, read and modify.url files best?

Hi all

I need to create, read and modify .url files (those Windows puts in
your Favorites dir). How do I do that best?

Creating should be somewhat easy, as .url files seems to be clear text
files, but reading and modifying already existing files could be
troublesome.

I think there is a way to create shortcuts with WSH, but I can't
remember if WSH can create URL's as well.
Anyway, could a kind soul help a newbie out.
