Question on DataRow alike Concept/Patterns

Hi!

I would like to design a class which is like DataRow, whish it cannot be
instantiate by itself but rather you have to use the DataTable.NewRow to
create the new DataRow

for example i want to have Rider which is created by BasicPlan.NewRider()
how is the class of my Rider and the method BasicPlan.NewRider() should be
like?

is it using any specific design patterns? how do i code this?
