Slow Form Paint

I developed a "themed" application that relies heavily on background
pictures for just about every control that the application uses, if the
control does not have a background picture it is usually set to be
transparent so that the parent picture shows through. To make matters even
worst, the application is intended to run on a very slow computer 400 to 500
megahertz.

The only problem that I have is that when the user moves from form to form,
you can see the form slowly painting itself on the screen. I tried to use
the double buffer thing in the constructor of the form but it did not make
things better.

I don't care if the form takes 2 or 3 seconds for the form to show up as
long as it shows in one shot instead of slowly painting itself. Is there
something that I can do to accomplish this?
