Parsing Special Character in text file


I need to parse a text file that contain special charater as delimeter
....0x96 or ª etc.
some how I could not capture this charater at all. Could you help?
I am using the code below and it does not work
StreamReader sr = new StreamReader(m_FullFile);
s = sr.ReadToEnd();
foreach (char ch in s)
{
if (System.Convert.ToUInt32(ch) == 0x96)
{
//found
}
