Regional setting at the operating system level working window app . how can i get in Web Application

Hi Vinay
I am not able to get the web application.
regional settings made at the operating system level. For example, Canada
uses a dd/mm/yyyy format while the US uses mm/dd/yyyy. and yyyy/mm/dd
when i am changing the short date format in regional settings
That is not effected .
when i was change the like engilsh any other german it is effecting the date
formats.

how can i get this type date format :

i was use this code in C#:
I was used these format's but iam not getting .
CultureInfo.CurrentUICulture.DateTimeFormat.FullDa teTimePattern.ToString();
CultureInfo.CurrentCulture.DateTimeFormat.ShortDat ePattern.ToString();
Response.Write(System.DateTime.UtcNow.Date.ToShort DateString());

This also i Tried:
Thread.CurrentThread.CurrentCulture =
CultureInfo.CreateSpecificCulture(HttpContext.Curr ent.Request.UserLanguages[0]);
Thread.CurrentThread.CurrentUICulture = new
