Panel.BringToFront()

Getting an unusual problem.

I have two layered panels at the same location. panel4 on top and
panel5 underneith in a windows form. It starts off with panel4 on
top. When I do a panel4.BringToFront() it actually brings panel5 to
the front rather than leaving panel4 as the viewed one.
