COM interop and OcxState property

When I put a ActiveX control on a form in VS (a WebBrowser for example) it
generates all this cryptic init code for it. I figured everything out
except for the OcxState property that *must* be set before any other
properties on the control can be accessed. VS serializes the OcxState from
<somewhere> and saves it in the .resx file for the form it was added on.

I would like to know where VS initially gets the OcxState from so I can
create ActiveX controls on a form without using VS.
