Derive the Reference Assembly from using directive

Is there anyway to programmatically determine which reference assembly
to add when the code has a using directive?

For example if the code has
using System.XML;
I need to add a reference to the System.XML.dll assembly.

Can I somehow determine which assembly to reference from that
namespace?
Is there a MS naming convention I can rely on to make that connection?

No, because namespaces and assemblies do not have a one-to-one relationship. One assembly can contain many namespaces and one namespace can span several assemblies
