Report Designer

Is there a report engine on the market that is royalty free and allows the
end user to customise / create reports
that can be run in the same language as the user interface?

All of them seem to be in English only...

I'm using ActiveReports and my reports are in Hebrew

Crystal Report is royalty free I suppose cause u do not need a runtime
deployment license?
