customer form

We have a form we used to reply to people who request queries letting them know their request has been received and the number assigned to the request. The problem seems to be the form works fine for people on our Exchange server in house but when it is sent to another exchange server outside of ours the message comes up blank. We are using Outlook 2003 and the users receiving the form reply are using Outlook XP. Is it not possible to email forms to others outside of our exchange server?
