Capture Ctrl ALt Delete

Hi

Is there a way to capture CTRL - ALT - DELETE?

I need to write a program that will stop people logging in during set
periods.

If this is not possible, Can I lock the Keyboard & Mouse? (Even if CTRL -
ALT - DELETE still works).

The whole point of pressing ctrl-alt-del when you log in is that other
applications cannot catch this key stroke. So I bet that it is not
possible.

There is a company that sells a dll that will do it. (So it is possible) and
if you install programs like 'PC Anywhere' you can lock the users keyboard.
