bug in hebrew dates?

i think i might have found a bug in the hebrew calendar functions.

Consider the following code

CultureInfo HebrewCultureInfo = new CultureInfo("he-IL");

HebrewCultureInfo.DateTimeFormat.Calendar = new HebrewCalendar();
string OmerStartString = "15 ????";

DateTime StartDate = DateTime.Parse(OmerStartString, HebrewCultureInfo);
DateTime OmerStartDate = new
DateTime(StartDate.Year,StartDate.Month,StartDate. Day,20,0,0);

OmerStartDate should be April 6, but OmerStartDate come back May 6.

Is this a bug or am i doing something wrong?

i am running on WinXP Pro SP1, using VS.NET 2003.
