ftp timing issue

This is a strange problem. I am trying to download a file that gets tared on
the fly. If I log into the ftp server in a dos command, I go a get
thefile.tar, and it works fine. when I try to do it threw my code it seems
to work ok in debug mode, but when I run just the console app, I seem to be
getting a timing issue. I have the code at:

Can anyone figure it out????
