Change Default C# Web Form GridLayout?

I read what was supposed to be a tip in Advisor magazine that
suggested adding the DefaultHtmlPageLayout="Flow" key
to the Settings element in the WebApplication.vbproj file but
it did not change the default GridLayout to FlowLayout.

I'm primarily using C# and tried the same in the
DefaultWebProject.csproj file but the tip did not produce results
there either.

Does anybody know how to change the default pageLayout?
