Help. I can't access my .exe and .dll from my webserver

I wrote a small app that's made up of 1 exe and 1 dll. They are just sample
apps to demonstrate no-touch deploy with smart forms for my boss. I created
the app and dll and copied them to a virtual dirctory on my webserver (XP
Pro workstation with IIS).

Here's the problem, I can't access the dll or exe. Even if I right click
and hit save as. Attempting to save the dll gives me:

Internet Explorer cannot download the GetData.dll from <webservername>.
Internet Explorer was not able to open this Internet site. The requested
site is either unavailable or cannot be found. Please try again later.

If I try to get the exe I get the "Getting Information" copy dialog but it
just seems to sit there for ever. It never prompts me for a name and it
never starts the download.

I can get .txt files and html files. What do I need to do to get the exe
and dll.

Permissions are wide open on the NTFS folder and sub folders and permissions
are wide open on the web share.

Execute Permissions were set to "Scripts and Executables" I had to set them
to "Scripts Only" and it works fine now.
