WMF and serialized image quality

Hello all,
I've got a rather annoying problem and I've no idea how to proceed.

Images are important to my app, and when the user saves their work, I
serialize any images to a file, but when opening the file again some WMF
images become degraded, and jagged, while they were drawn perfectly before.
There is some scaling being performed, and I understand about bitmaps and
whatnot becoming jagged after scaling, but I'm seeing this degradation with
some, but not all WMF files. That has me rather confused.

Any ideas as to what's happening?
