simple server design suggestions

Hi,
I am looking to write a GPS emulator in C#. All the
program does is outputs GPGLL (dont need to know any
details, think if it as map coordinates) coordinates after
a specific time interval (~100ms) to clients who connect
to it. FOr the first version, I would need to test it
without taking an internet conneciton (i.e. connect to
this server locally).
Can someone give suggestions on
1. API I would need to use
2. program design sugggestions
3. any .net frameworks need to be aware of
4. anything else

Please note I want to develop on Windows 98 Second Edition
any suggestions for any compiler/ MSDN or .net framework
which works on this platform.
