Error installing JCLA 2

I'm trying to run the JCLA 2 patch available here:

It returns the error message:

The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch may
update a different version of the program. Verify that the program to be
upgraded exists on your computer and that you have the correct upgrade
patch.

I tried this both before and after installing JCLA 2 Beta 2. VS.Net 2002 and
2003 are both installed.

If it means anything, I'm using the trial version of VS.NET (both 2002 &
2003). I just bought into the ISV Empower program so I have the registered
Ent. Edition coming, but while I'm waiting for that I expected this thing to
work with the trial.
