The error stems from your code trying to find the interop assembly for
MSHTML.
I would recommmend against using MSHTML in a webservice if you can avoid
it. What exactly are you doing with the MSHTML library? If you are doing
just downloading and simple parsing of the code, then you can use the
HttpWebRequest/HttpWebResponse classes to do that.

My C# webservice uses the mshtml reference.
On my local computer it works fine but on my host server I get the error:
Parser Error Message: Could not load file or assembly 'Microsoft.mshtml,
Version=7.0.3300.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or
one of its dependencies. The system cannot find the file specified.
How can I solve the problem?
