resize column in ListView control

In a ListView control, each column can be resized by
default. I don't know how to change the decault.

In VS.NET IDE, Task List looks like a ListView control
that lists error messages when compiling. The columns up
to Description are resizable, other not.

I am wondering if I can set some columns fixed and other
resizable.

If I can, how to do it?
