Chat Control & Other Download Problems

Am I incorrect in believing that non-subscribers to MSN
service can still access MSN Group Chat Rooms? If access
is available to us non-subscribers, how can I get my Chat
control software to download? I use Windows XP Home
edition. I see a window displaying "download is in
progress", but the smiley face never appears. Other
problems are Norton Live Update does not work. Have to go
to site for manual download. And Microsoft Baseline
Analyzer scan reports certain Windows Updates could not
be verified (although my history indicates they were) and
they are listed in the Registry. Could not re-download
from Windows site. Got error message saying HTTP Error
403 - Forbidden. You are not authorized... Other attempts
to download SOME files show message "Cookies not enabled"
and they are in fact enabled. Could all these problems be
related? What the heck could I do to rectify it? I've
been on this site for hours hoping to find a previous
answer but none seemed applicable. Point to note - I ran
Disk Defragmenter a few weeks ago. Problems started after
that. If someone's reading this, thanks for taking the
time to do so. Next step, can you help in any way?
