User's Operating System & .NET

I found a page on MSDN that describes the different Windows operating
systems and .NET compatability
(http://msdn.microsoft.com/library/de...y/en-us/dndotn
et/html/framewkwinsupp.asp). But it sounds like the page is referring
to developer installations. Do the same limitations apply to the end
user's operating system? I'm a little confused.

The chart at the bottom of that link shows all the libraries which are
supported on each OS. This is for the components in the framework itself,
not for the developer installations.
