form size behavior

In my windows app, forms open to what the user resized it to the last time
the app ran, rather than the size I specify at design time. Also, if I open
a second form with this command in a button click event:

frmNew frmN = new frmNew();
frmN.Show();

The second form opens to whatever size the first form is currently at. The
only way I can control the size the forms open to is by doing something like
this in the form_load event:

this.Size = new System.Drawing.Size(500, 500);
Is this by design? The FormBorderStyle is "Sizable".
